在選舉的過程中,我看到自己的不足

鄭月娥特首選舉結束勝利演說

各位香港市民:

這一刻我懷著謙卑的心情,作爲中華人民共和國香港特別行政區候任行政長官,與大家開始新的一段同行。

我要感謝曾俊華先生和胡國興先生,還有葉劉淑儀女士,他們在今次選舉過程中的表現令人敬佩,更啓發了我很多。我希望他們會繼續用他們覺得合適的方法,與我一起服務香港人。
我亦要感謝所有選舉委員會委員,無論他們投了票給哪個候選人。多謝他們對香港的關心和在這場選舉的積極參與。

還要感謝傳媒,尤其是前線的記者朋友。多謝你們一直協助市民監察我。兩個多月的奔波,辛苦大家了。

我競選辦的同事亦都辛苦了,他們日以繼夜的工作,我衷心感激。

我更要多謝在選舉過程中,與我分享過意見、或是用不同方法表達過想法的社會人士和廣大市民。在參選之前,我自信有多年的公職經驗,應該已經算是瞭解情況。但在選舉過程中,我聽到很多人的心聲,學了、體會了很多新的事物和對事物的不同角度。我看到自己的不足,明白必須要加把勁。

我亦都明白行政長官的工作,會與我以前在政府所有的崗位都不一樣。在以前的崗位,我比較著重落實解決問題。而作爲行政長官,我有責任找出事情的癥結,更宏觀地梳理問題。
香港、我們共同的家,今日存在頗嚴重的撕裂和積累了很多鬱結。我的首要工作就是去修補撕裂和解開鬱結,團結大家向前。

對我來説,團結是要實實在在、一步一步建立起來的。我會用具體的工作和扎實的政績去答謝支持我的人,以及贏取未曾支持我的人的認同。我深信:行動比説話更有力。

在參選之初,我提出要為管治注入新風格。現在當選之後,我會馬上約晤立法會各黨派的議員,之後我希望建立恆常的溝通機制,為行政立法關係打好基礎。

我亦重申:我組織管治團隊的原則是廣納賢能、用人唯才。只要有心、有力、有承擔服務香港,不論派別,我都會誠意邀請他們加入。

而我亦會要求我管治團隊的每一個成員:必需用心聆聽、與民共議,同時要議而有決、決而有行,這樣我們才締造到可行的共識,得到社會最大的支持。

團結向前的工作在候任期間就要開始。以我在政綱裏面提出每年增加五十億元教育經常開支為例,我會盡快聯絡教育界的各方持份者,以及立法會的各黨派,無論大家的政治立場是什麽,都應該坐下來,從莘莘學子的利益出發,一起討論和決定如何使用這筆新資源。我有信心大家可以求同存異,達到多贏。

同樣地,我在政綱内提出要策略性地運用財政及稅務措施,促進經濟發展。其中包括引入兩級制利得稅,以及為鼓勵投資科研的稅務扣減。香港需要新想法,我會向各行各業的老闆和打工仔,以及專家和學者提出邀請,共同制定稅務的新方向。

大家都知道,一個困擾了香港一段時候的問題是房屋。我承諾過協助香港人置業安居、改善居住環境。要實現這理想,我們需要更多可用的土地,關鍵是如何在增加土地供應上建立共識。我會相約規劃、工程、環保及地區人士,籌組我在政綱中提出的專家小組,繼而開展與民共議。

香港社會多元,不同的意見經常並存。多元包容、新聞和言論自由、尊重人權等價值,以至經過很多代人努力確立下來的司法制度、法治精神及廉潔操守,都是我們香港人珍惜和引以爲榮的。作爲行政長官,我會竭盡所能去維護「一國兩制 」、堅守香港的核心價值。

正因爲這些價值,我們深愛香港這個家,亦令我們的社會生動活潑、有創意。我歡迎並且鼓勵不同的聲音。我會透過實務去證明,不同的聲音是可以互相尊重,一起解決問題、逐漸修補撕裂。

這項工作絕不容易,未來政府亦將會有很多其他同樣甚至更加艱巨的工作。我們盡量先易後難,也要聰明一些,結合政府、公民社會以及民間的力量。

我特別希望發揮青年人的力量。青年人充滿活力,更重要的是,青年往往是走在社會的前端,帶動、推動我們整體前進。在今次選舉中,我深深感受到青年人强烈的訴求和對香港的熱誠。我無論是落區、出席研討會、遇上示威、或是接到電話、電郵和臉書留言,很多時候最敢言的都是較爲年輕的朋友。而我在政綱裏面的不少内容,其實都是受到青年人的啓發。

我自己都是在讀大學的時候投身關注社會,並立志追求一個更公義、更仁愛的香港。幾十年後的今日,我依然熱愛服務大家。

展望未來的五年,工作確實不少,要克服困難也不容易。我懷著一直以來都無變的初心,多加一份謙卑,期盼與各位同行,以關心、聆聽、行動,建設一個更美好的香港!

Fellow Hong Kong Citizens,

Here, with humility, I stand as Chief Executive-Elect of the Hong Kong Special Administrative Region of the People’s Republic of China, and ready to begin a new chapter in our journey together.

I want to thank Mr. John Tsang, Mr. Woo Kwok-hing, and Mrs. Regina Ip. They all ran good campaigns which taught me a lot. I hope they would continue to serve the Hong Kong people with me, in whatever ways they feel appropriate.

I need to thank the members of the Election Committee. Regardless of whom they have voted for, I thank them for caring about Hong Kong and for their active participation in this election.

The media, especially frontline reporters, deserve appreciation. Thank you for helping the people monitor the campaign and me. It has been 2 months of very hard work.

Colleagues in my campaign office have worked hard too. I am grateful for their tireless contribution night and day.

Most of all, I thank the people from different sectors and all the citizens who have shared their thoughts and views in their ways. At the start of this campaign, I felt rather confident that years of public service meant I should know things reasonably well. In the process, however, I heard so much more from people’s hearts, and learnt and experienced many new things as well as different angles to things. I see my shortcomings and understand that I must put in more efforts.

I also understand that being the Chief Executive will be very different from all the other positions in which I have previously served. In those positions, my role tended towards implementing solutions to problems. As Chief Executive, it will be my responsibility to identify the crux of the matter and address the problems with a more macro approach.

Hong Kong, our home, is suffering from quite a serious divisiveness and has accumulated a lot of frustration. My priority will be to heal the divide and to ease the frustration – and to unite our society to move forward.

To me, unity must be built step by step on solid ground. It is through real work and actual results that I will respond to those who support me, and garner the recognition of those yet to support me. Deeds speak louder than words.

I also want to stress: in forming my governance team, my principle is to attract talent widely and on merit. Anyone with a sincere wish to serve, the ability, and the commitment, regardless of political affiliation, I shall invite to join my team.

I will tell every member of my team to listen to and work with the people in reaching collective decisions and taking action. Only in this way will we achieve real consensus and gain the widest support from society.

The work of uniting our society to move forward begins now. To take as an example the proposal in my Manifesto to increase the recurrent expenditure for education by HK$5 billion, I will reach out to the various stakeholders and legislators very soon. Regardless of political stance, for the sake of our next generation, we should sit down to discuss and decide how to apply these new resources. I am confident that we can put aside any differences and achieve a win-win situation.

I have proposed to apply financial and tax measures in a strategic way to facilitate economic development. This includes the introduction of a 2-tier profits tax system, and tax deductions to incentivize research and development. Hong Kong needs new thinking. I invite employers and employees in all sectors, as well as experts, and academics to come up with ideas and help devise new plans.

As we all know, housing is an issue that has been problematic for Hong Kong for some time. I have pledged to help Hong Kong people attain home ownership and to improve living conditions. To do this, we need more usable land; the key is to reach a consensus on how to increase supply. I will bring together professionals from planning, engineering, architecture, and environmental protection to form the task force which I have mentioned in my Manifesto, to get a start on the process of public engagement.

Hong Kong is a diverse society, with different views coexisting. Values such as inclusiveness, freedoms of the press and of speech, respect for human rights, and systems which have taken generations to establish, such as the independent judiciary, rule of law, and clean government, are matters that we Hong Kong people find precious and are proud of. As your Chief Executive, I shall do my utmost to uphold “One Country Two Systems” and to guard our core values.

These values are the reason we love Hong Kong our home so much. They also make our society lively and creative. I welcome and indeed encourage the spectrum of voices. Through substantive collaboration, we will show that different views can respect each other, work together, and heal the divisiveness.

This will not be easy; the future Administration will have other equally if not even more difficult tasks. We will prioritize; we will also be smart about leveraging the forces of the government, civil society, as well as the public at large.

In particular, I wish to tap the forces of our young people. The young has the most energy. More importantly, they often are at the forefront of society, pulling and pushing us as a whole to make progress. In this campaign, I have felt deeply our younger people’s strong desires and their passion for Hong Kong. Whether in my district visits, meetings, encounter with protests, or receiving phone calls, emails or Facebook messages, the most forthright are often younger. In fact, large parts of my Manifesto were inspired by young people.

I myself started paying attention to social issues and deciding to seek a more just and benevolent society when I was in university. Now, some years later, I am still passionate about serving the people.

Looking ahead to the next 5 years, there will be plenty of work, and the problems will not be easy to overcome. My heart remains the same, only more humble. I look forward to our road ahead. Through caring, listening, and taking action, we will build an even better Hong Kong!

 

即使球隊不斷咁入波都未必能夠一定勝出

特首選舉候選人曾俊華選舉結束後退讓演說

各位香港市民,

我們的選委已經作出了他們的選擇,我坦然接受今次選舉的結果。

我都衷心祝賀Carrie當選,成為下一屆的行政長官。

我曾經想過,自己或許可以好像巴塞隆拿的那場經典勝仗一樣,在完場前一刻反敗為勝。但是現實就是,即使球隊踢得多麼好,又有球迷支持,還不斷入球,都未必能夠一定勝出。

無論如何,我希望所有支持我的朋友,不要為今日的選舉結果感到氣餒,不要將輸贏看得太重,更千萬不可以忘記我們的初衷,大家一定要繼續為香港的和解努力。我之所以提出香港需要信任、團結、希望,並不是因為我需要一個口號;而是我真的相信,它們就是當前香港最需要的答案。更重要的,是我相信Carrie在這一點上面,看法是和我一致的。

我認識Carrie很久,也共事很多年,她是一位非常勤力和能幹的人,這場選戰不只改變了我,我相信亦一定觸動了她。在這裏,我請大家給她一個機會,協助她履行行政長官的使命,一起捍衛香港的核心價值,重燃希望,讓香港可以變得更好。

很多位提名我,以及投票給我的選委。我很遺憾令你們失望。我知道,你們一定不會認為我是一個完美的人選,但是你們仍然可以頂住莫大的壓力,不單只信任我,更信任我背後的理念,信任支持我的民意。你們的勇氣和你們的堅持,我相信大家是看得見的。不過,現在是放下己見的時候,我呼籲各位不妨以包容的態度,去迎接即將到來的五年,因為我們一定要一齊努力,去彌補我們失去了的五年。

我當然要感謝過去兩個多月,同我一齊並肩作戰的戰友。我的戰友不單只有我的家人,和「幾多錢都買不到」的頂級競選團隊,還包括自發組成的「薯仔」義工,他們即使日曬雨淋,但是始終都是帶著笑容。我要感謝各位有份透過眾籌或者支票捐助給我的朋友,沒有你們慷慨解囊,我的競選工程根本無法啟動。最後我要感謝所有為這場選舉出過力的朋友,全靠你們的努力,以及無私、無怨、無悔的付出,才令到我們有這個機會為香港打一場令人難忘的選戰,令我們可以堅持到今天這個終點。你們都是有心人,我相信,香港,只要繼續有你們這些有心人,就仍然有希望。憑一口氣,點一盞燈;念念不忘,必有迴響。靠着這些燈火,我相信我們必定可以點亮香港的未來。

趁着今天這個機會,我要向三個月前我辭職的時候,來不及好好告別的公務員團隊說幾句說話。三十多年前回到香港加入政府,是我一生人最值得驕傲的決定之一。香港公務員團隊的水準是世界級的,這麼多年以來,大家總能夠在複雜的環境當中維持中立,用最周密的思考,和最高效、最忠誠的態度去服務全港的市民。我期望你們能夠在未來的日子裏面,保持專業精神,堅守崗位,和新一屆政府班子共同努力,榮耀我城。

各位市民,我感激我們的每一次相遇,感激你們對我說過的每一句話。我永遠不會忘記那天在美孚,有一位先生專程由屯門「飛的」過來,他說要當面為我打氣﹔我亦記得在西九龍中心,黎太兩母女不怕排長龍,為了拿到扭蛋的襟章,之後再寫一篇文章放在網上支持我;我記得在中環,一位剛巧生日的女士,說要將她的生日願望送給我和香港;在愛丁堡廣場,幾千位市民以手機的燈光,化成一個由光編織成的海洋,為一個團結的香港,發出最真誠的祝願。多謝你們每一位,你們給我的回憶,足夠我咀嚼一生。是你們讓我成為一個更好的公僕,或者應該說,是你們讓我成為一個更好的人。

今次選舉輸了,但是香港並沒有輸。正如我一直講,我是不是曾俊華,並不要緊,與其只是將希望寄托在一個人身上,不如相信我們每一個人。

各位朋友,我衷心請求大家,不要為今日的選舉結果感到失望及氣餒,更加千萬不要失去對香港的信心,千萬不要放棄香港。如果今次的選舉,能夠令我們更加了解團結的價值,更加認識到我們未來的路,應該怎樣走下去,更加體會到我們對香港這個家的熱愛,我相信,我們的得着,已經遠比我們要失去的多。

有人說,今次這場選舉,我好像和全香港人一齊發了一個夢,直至今日,我們終於夢醒了。我好相信,我們一齊發的這一個夢,一個令香港可以變得更加民主、更加包容、更加繁榮、所有人可以活得更好更快樂的夢,已經實實在在地改變香港,也改變每一個香港人同我們的下一代,令到他們願意和我們繼續去發這一個夢,直至我們的夢想,有一天成真。

聖經這樣說,「那美好的仗我已經打過了,當跑的路我已經跑盡了,所信的道我已經守住了。」今日,是我公僕生涯的黃昏,但是對於香港來說,我相信是一個旭日初升的黎明。

因為,我始終相信大家,我相信香港。

Fellow citizens,

Today, members of the Election Committee have made a decision for the people of Hong Kong. I accept this outcome, and offer my heartfelt congratulations to Carrie, our next Chief Executive, and I wish her every success.

I believe that Carrie, like myself, will also stand by the core values of Hong Kong. I wish to call upon all of you to lend her your full support, so that she and her government will be able to bring about a more harmonious future for a better Hong Kong.

I wish to thank all the EC members who have given me your nominations and those of you who have voted for me today. You have stood by me and the values that I stand for in the face of immense pressure. I am sorry that I have not been able to meet your expectation. I wish that you could all lend your support to the new Administration, and continue to stand by Trust, Hope and Unity, values that we all treasure.

I also wish to thank my companions in this election campaign – not only my family and my super campaign team, but also the volunteers who call themselves “small potatoes”, the thousands of citizens who have made generous donations to support my campaign, and all the unsung heroes behind the scene. Without you, this campaign would never have made the difference that we have been able to make in the past two months. I truly believe that what we have left behind is not just a legacy that will be forgotten, but genuine hope for a better future in Hong Kong.

To my 180,000 former colleagues in the civil service, I want to tell you that I am proud to have been part of this sterling service in the past 34 years. I am sure you will continue to give your very best in the most professional and dedicated way in serving Hong Kong in the years to come.

Fellow Citizens, words cannot tell how touched I have been by every handshake, every selfie and photo opportunity, every conversation, every quiet word and loud chant of encouragement, and every card, letter and facebook message that you gave me. You have been the single largest driving force that has helped me maintain my optimism in this campaign. In fact, you have made me a better person in the process.

The Bible says: “ I have fought the good fight, I have finished the race, I have kept the faith.”But please, do not lose heart in Hong Kong. Because I believe in you. Because I believe in Hong Kong.

堅守陣地,為生命嘅理想堅持

特首選舉候選人胡國興選舉結束退讓演說

我係誠心祝福林鄭月娥做特首,希望喺未來五年哩,就會做到佢講嘅放下成見,與眾同行。

 

以前做法官,我係慣咗做球證。𠵱家第一次落場踢前鋒,咁要多謝我嘅家人啦,同埋我選舉嘅團隊嘅支持。我哋人少少,但係都好夠隊形嘅。尤其是要多謝我太太,如果有人鬆肘,佢都會錫番我。

 

我唔在乎遞日人哋記得我乜嘢,我只在乎喺要記住每一個我喺參選路上所遇到所見到嘅香港人。我尤其感激投票畀我嘅選委,佢哋無疑係最守原則,最依照良心做事嘅人,我向佢哋致敬。

 

我參選第一個階段嘅目的係ABC,已經做到咗。第二階段要睇以後,我建議嘅重啓政改、22條立法、全民退保等等,如果最終有民意支持而落實的話,我就係超額完成。

 

最後我有心底說話,特別想同各位年青朋友講。你哋記者好鍾意問我:有無後悔?有無失望?覺唔覺得唔公平?我相信呢啲問題,反映好多香港人𠵱家嘅受壓抑嘅心理狀況。我希望我呢個七十一歲嘅香港人,不含糊、不閃避、有話直講、勇往直前,呢種咁嘅態度可以多多少少,為社會為香港人,作出積極嘅示範作用。

 

我好鍾意我長大嘅地方,我遛連嘅地方 - 榕樹頭。𠵱家嗰度嘅有好多大榕樹已經全部生哂鬚,佢哋每一棵都曾經係一粒細嘅種子。不過,每一粒種子都能夠堅實咁守住自己嘅小陣地,過咗幾十年啦,就無人再可以撼動佢哋。

 

我希望你同我,都會堅守自己嘅小陣地,喺陽光之下努力,為生命嘅理想堅持。以後有緣,江湖再會。

今日,我哋重未知道投票嘅結果,但係聽日,我相信對香港有承擔嘅人,都會以手上一票扭轉香港嘅命運,喺暗室為香港帶來光明。

 

今日,我仍然充滿希望,因為聽日,香港一定會更好。

不老民主夢

特首選舉候選人胡國興,投票日前夕短片

 

就係呢棵大榕樹,開始咗我嘅故事。

 

當年雖然我好細個,我就喺呢度,見到有人收陀地,燃點我心裏面要追尋公義嘅一團火。

 

我做法官唔可以參與政治,政治上遲起步。所以過去幾個月哩,我每日都非常落力見人,希望多睇多聽,寫出一個最合適香港嘅政綱,化解法會上嘅怨氣。

 

有人哩笑我陪跑喎,其實我一路領先緊,講到政綱,John 同 Carrie 一直都喺我後面食塵。

 

咁喺選舉嘅過程之中,少不色會聽到批評或者謾罵。我唔會猜度佢地背後嘅目的,我只係知道要用盡我嘅能力,加快香港嘅民主步伐、改善民生,將呢五年嚟搞到烏煙瘴氣嘅香港,重新縫合,團結起嚟。

 

香港人係好可愛嘅,面對逆境識得靈活應對,mean得嚟其實好有人情味嘅,有時激吓你啦,但其實好有你心㗎喎。所以到咗今日,我對呢個地方依然抱有希望嘅。

 

我係第一個宣佈參選行政長官嘅。由參選嗰一分鐘開始,就表明不理8.31,目標係要由市民選出邊個可以提名候選人,然後一人一票選出行政長官,最終達至雙普選。

 

我從來唔會含糊其詞㗎喎,又唔會立場飄忽。因為普選係莊嚴嘅事,絕對唔能夠含混過骨嘅。實情係,由我參選第一日起,我就一直去追尋呢個夢。希望大家畀香港一個機會,同我一齊發尼場不老嘅民主夢。

I understand there is a number of overseas media organizations here tonight. I would like to say a few words in English first to welcome them.

We are gathered here to show our love for this city of ours.

Election day is two days away and this is an opportunity for us to rebuild trust, to unify our community, and to rekindle hope, especially among our young people.

We have worked hard in the last two months advocating the basic principles.

I hope that the Election Committee members who have the power to elect the next Chief Executive, would heed our call to help heal the rift in our society and make HK the home that we have always imagined it to be.

各位市民﹕

大家好!

真的有很多人,待會真的要和大家拍一些照片。好多謝你們今晚來這裏支持我,亦要多謝現場的警察同事幫手,沒有你們的協助,今晚是不會成事的。

各位朋友,兩個月前,我宣布參加這場特首選舉,邀請大家與我拍住上,一齊努力,令香港變得更好。過去兩個月發生了很多事,當中不少的片段充滿戲劇性,杜導演都是這樣說。每一個畫面都令我畢生難忘。

令我難忘的,就是我收到非常、非常、非常多市民的鼓勵。每次在街上面遇到一些我不認識的朋友同我握手,幫我打氣,看到大家在我的Facebook上面留言,我都會非常感動,甚至會有些「飄飄然」,覺得自己做了三十多年公共行政工作,真的是沒有白費。但是每晚返回家中之後,我又會提醒自己,不應該因此而自滿,以為自己有甚麼了不起。

 

其實,我是應該覺得沉重才對,因為任何人簡單一句 support、支持你,都是對我一份珍貴的託付。我經常問自己,我是不是真是能夠承擔得起這份重託?我亦都想問各位,你是不是真是願意和我一起走下去?

我知道有些支持我參選的朋友被叫做「薯粉」,這個名聽起來都幾得意。但說實在,我從來都沒有把你們當做粉絲。我不當你們是粉絲,因為我知道我不應該將自己定性為一個偶像。而你們每一個人,其實都是一個很獨立的「你」,你們每個人都有不同的願望,不同的喜好,不同的際遇,不同的辛酸與快樂。更加重要,是你們有屬於自己的個性、判斷和尊嚴。

我和你們每一位都一樣,是個普通人。過去兩個月,我嘗試理解你們每一個人,希望可以服務你們每一個人。我尊重你們,因為你們每一個,都有屬於自己的尊嚴,你們每一個,都是一個成熟的公民。

政治領袖是一種非常獨特的服務性行業。「顧客」當然「永遠是對的」;但是每一個人都有不同的見解,領袖不可能滿足所有個體的要求和願望,他只能夠在差距極大的要求之中找出一個平衡。所以,我一定不可能讓所有人滿意;更何況我都會犯錯。所以我請你不要做我的粉絲,我邀請你做我的拍檔,沿路彼此提點,與我拍住上。

現在全香港都知道,我口才不好,不懂鬧交,亦不習慣主動去攻擊人,但是我亦不怕被人批評,不怕被人丟雞蛋。其實任何人被指責都一定會「嬲」,但「嬲」一會就好了,接着就應該反省一下,思考一下對方的觀點,有沒有值得參考的地方。

這也是我對各位支持我的朋友的小小期望,當我們聽到和自己不同的意見,我們應該先聆聽。就算其他人完全無道理,一笑置之就算了,不用太過忿怒,更千萬不要生起仇恨。我們大家一起生活在獅子山和太平山下,本來就懂得和自己不同的人共存,這才是真正的香港精神。

我相信這次選舉不只是一次公開、公正的君子之爭,更加應該是一次令香港變得更加好、更加團結的機會。大家可能還記得,我兩個月前站出來宣布參選時,就話要令香港變得更加開放,更加包容,更加和諧。我衷心希望,從這場競選運動開始,我們所有香港人,可以團結一起,一起去實踐這一份願景,一起去為香港燃點希望。

我在各位的網上留言當中,時常看見有人抱怨自己沒有選票,說除了給like,和參加之前的眾籌之外,不知道自己還可以為今次選舉做些甚麼。

是的,你們當中絕大部份人都沒有選票,但是我依然渴望得到你的支持。因為我不只是為了一千二百人而出來參選,特首畢竟是七百三十五萬香港人的特首。就算我有幸拿到所有選委的選票;但是沒有你們市民的認可,又有甚麼意義呢?

選戰是一場艱辛的洗禮。走到今天這一步,我覺得自己出現了不少變化,除了減了十多磅,亦變得更加謙卑,更加相信團結的力量。唯一不變的,是我的信念。大半生的經驗讓我明白,唯有面對難關,唯有面對抉擇,才能真正體現一個人,到底是一個怎麼樣的人。各位將在週日投下神聖一票的選委,你們會做出怎樣的選擇呢?我不知道。但是我相信你們,我相信香港。

各位和我一路同行的朋友,我盼望,不理前途還有多少風雨,你們都能夠陪我走完這最後一哩路,一起見證明天,見證一個更加美好的香港誕生。

今日我來這裏和大家見面,我希望,我們今晚的相聚,可以為這個地方賦予另一個意義。
